Yes, the killer looks like a bad Sigmund and the Sea Monsters cosplay but the film is super cool and suspenseful and manages to build a nice mythology in just or-so minutes.
Just to hang? Well made - but ultimately just po-faced derivative rubbish. The star begrudgingly given is for the effort by the cast. It's a pretty cool film concept, which they make work well.
It isn't scary at all, at least not to me, but I was interested and satisfied the whole way through. The cast members each do good jobs. Nothing to shout from the rooftops about, but this leaves a sufficient impression despite some plot flaws.
The 'rules' for this water based monster make not sense whatsoever. Nor does how he's ultimately defeated. Very daft. I started this film today and it seemed familiar.
Realised I had seen at least some of it so switched it off, which was probably what I did the first time. Okay I'm jumping way ahead on the reviewing every movie I watch thing, but I'm way behind, just haven't had the time, been out every night the past few weeks, and etc.

A boogeyman who materialises through puddles and running water, dragging his victims into a nightmare realm of liquid based torment, a sort of supernatural waterboarding if you like.
Frankly, I found the central premise so idiotic I spent most of my time pondering the fact that if the heroine of the piece had such a feverish phobia of water, she must have serious personal hygeine issues, which nobody seems to notice.
So oddly here's a movie which seems to have an aversion to bathing and cleanliness - could it possibly be the first pro-crusty horror film?

It's grown so bad that she's unable to attend her best friend Hannah's Caroline Korycki wedding because of the rain, as Madison believes that a sinister figure known as the Drownsman Ry Barrett will pull her into his world and kill her.
In their attempt to help her, Madison's friends try to hold a seance to make contact with this being and find that Madison is being haunted by Sebastian Donner also played by Barrett , a serial killer that loved to listen to his victims' hearts beat as they slowly died.
